Contractor not registered with us: IWK refutes links to Putra Heights gas fire

Wastewater management company says sewer pipeline project was developer’s responsibility, not under its jurisdiction

KUALA LUMPUR – Wastewater management company Indah Water Konsortium (IWK) Sdn Bhd has denied any connection to the gas pipeline fire in Putra Heights, clarifying that the project connection to a private sewer pipeline was carried out by the developer’s contractor, which is not registered with IWK.

The clarification follows media reports based on Subang Jaya Mayor Amirul Azizan Abd Rahim’s statement earlier today, in which he confirmed that the project was approved by the Subang Jaya City Council in 2022. The mayor further noted that the contractor involved was on the panel approved by IWK and Petronas.

In a statement, IWK said that while it granted planning approval for the sewerage infrastructure, the responsibility for ensuring regulatory compliance and securing necessary authority approvals rested with the developer and its appointed contractor.

IWK further emphasised that the contractor, who was reportedly involved in the installation of the pipeline, was not registered with IWK, contrary to some media claims.

“It is important to note that the laying of this pipeline is the developer’s responsibility for its own development. While IWK granted planning approval, the responsibility for regulatory compliance and authority approvals lies with the developer and its appointed contractor, which is not registered with IWK as claimed in media reports,” it said.

“IWK remains fully committed to assisting with any investigations. We will defer to the project owners and relevant authorities for further action on the matter.”

The gas pipeline fire, which occurred on yesterday at Jalan Putra Harmoni, Putra Heights, took nearly eight hours to fully extinguish. The fire left behind a crater measuring approximately 32 feet deep and 70×80 feet wide.

As of today, 13 out of 111 victims are in the red zone, with 55 in the yellow zone and 43 in the green zone. A total of 529 victims have been relocated to temporary relief centres (PPS), with 485 people from 110 families sheltered at the Putra Heights Mosque hall and 44 people from eight families at the Subang Jaya City Council Multipurpose Hall.

Earlier today, Amirul confirmed that the project had received planning approval in 2022, including permission from Petronas to use its Right of Way (ROW) for sewerage facilities. He further clarified that the project was not located within the reserve land or ROW designated for Petronas.

“The project went through all the necessary processes, including obtaining approval from Petronas to use the ROW for IWK. The contractor involved was also on the panel approved by IWK and Petronas,” said the mayor.

He added that the project, which was slated for completion in December 2024, had not yet obtained its Certificate of Completion and Compliance due to delays, although he assured that it had met all regulatory conditions.

The project’s developer is reportedly Hong & Hong Homes Sdn Bhd.

Subang Jaya police chief ACP Wan Azlan Wan Mamat confirmed that investigations are ongoing, with police focusing on identifying the contractor responsible for the development work. The contractor will be summoned for further questioning.

“We are in the process of verifying all parties involved in the development project, and once the investigation is complete, we will consult local authorities and Petronas to determine whether a work permit was issued for the project,” ACP Wan Azlan stated.

The Fire and Rescue Department (JBPM) continues to monitor the affected area, with a fire engine and six personnel on standby to prevent the possibility of further fires. There are still small fires burning in several houses, and JBPM is conducting assessments to ensure that embers do not reignite the blaze.

Residents from less affected areas have been allowed to return, accompanied by police escorts, to retrieve essential items and important documents. Meanwhile, those in the more severely impacted zones are urged to remain patient as authorities continue to manage the situation.

Petronas has confirmed that no gas has been detected in the affected pipeline as of 7 am today. Investigations are ongoing, and further updates will be provided as the situation develops. – April 2, 2025
