PAC to probe HRD Corp

Reasoning behind committee’s proceeding not mentioned

KUALA LUMPUR – The Public Accounts Committee (PAC) is set to conduct proceedings on the Human Resource Development Corp (HRD Corp).

Speaking at a press conference in the Dewan Rakyat today, PAC chairman Datuk Mas Ermieyati Samsudin said the proceeding’s topic will be determined at a later date.

“PAC is expected to commence the proceeding on this issue in the second week of the third meeting of the 15th Parliament,” she said.

However, the reasoning behind the proceeding was not mentioned.

Previously known as the Human Resource Development Fund, HRD Corp was under the purview of the Human Resources Ministry.

It was previously reported that the Finance Ministry discovered discrepancies in a contract procurement process worth between RM53 million to RM159.47 million, involving a key official in HRD Corp.

In a letter, the ministry suggested that a senior officer had attempted to mislead the former by implying that they received approval from HRD Corp’s board to proceed with a programme.

The programme, named Skills Passport, was believed to be a platform where workers registered under HRD Corp can register their profile.

The ministry also said the board meeting’s minutes dated October 6 last year had referred to a report that was allegedly inaccurate – as the board was purportedly not asked to grant consent for the project.

The concerns related to the initiative surfaced after the Malaysian Anti-Corruption Commission arrested aides to Human Resources Minister V. Sivakumar over alleged graft in the recruitment of migrant workers. – September 14, 2023
