Speaker confirms PAC, PSSC reports will be presented in Dewan but no debate

He says meeting was held in June with chairs of committees where it was proposed for them to present findings in lower House, decision in line with Standing Orders

KUALA LUMPUR – The Public Accounts Committee (PAC) and Parliamentary Special Select Committees (PSSC) reports will be presented in the Dewan Rakyat. 

In announcing this, Speaker Tan Sri Johari Abdul said that a meeting was held on June 24 with the chairs of these committees, where a proposal was raised to allow them to present their findings in the lower House. 

“It was agreed in the meeting that the committee chairs would be given the opportunity to provide briefings on the committee reports in the Dewan Rakyat to inform the public on the current issues,” he said. 

He further explained that this is in accordance with Parliamentary Standing Orders 14(1)(l) and 25 which stipulate that committee chairs can provide briefings upon obtaining consent from the speaker.

The speaker would have to be issued with notices from the chairs regarding the briefing requests, he added.

“Despite these briefings not being open for debate, I will allow the MPs to provide their comments and seek further explanations,“ he added. 

Last October, Johari assured that he would allow the PAC report on the long-delayed littoral combat ship (LCS) project to be debated in the lower House. 

He was reported as saying that PAC has given its commitment to monitor the progress of the LCS construction project and will prepare a report on the matter to be presented in Parliament. – July 17, 2024
