Sabah needs proper alcohol and drug rehabilitation facilities as the existing ones resemble prisons, which is not the best environment for addicts to focus on getting clean, according to a psychiatry specialist.
The home minister said the law, if proposed and passed in Parliament, would give priority to rehabilitation and treatment of drug addicts within a legal framework and would uphold efforts for a transformation of the prisons and detention centres.
A Sabah MP pointed out that the recent incident involving a Sabahan food delivery rider and another man was an example of how youths from the state are facing alleged discrimination.
